CAREER HISTORY  OF ROBERT A. ROTH     


Bob Roth is a Certified Municipal Financial Officer, serving the community as a Commissioner of the Monmouth County Improvement Authority and as a part-time instructor at the Rutgers' Center for Government services.  He is a frequently pub­lished writ­er on municipal finance. He was the editor of the NJ GOVERNMENT FINANCE OFFICERS ASSOCIATION OF NEW JERSEY's quarterly magazine, "Report," for 14 years, and a lecturer, panelist and moderator on the difficult issues facing munici­pal finance officers in the State of New Jersey today.

Bob retired in 2007 as the Chief Financial Officer of Middletown Township, where for 22 years he was responsible for preparing and managing budgets up to $65 million and investments of as much as $190 million per year.  Bob was instrumental in increasing the Township’s Standard & Poors™ and Moodys Investor Services™ bond ratings from “BB” to a spectacular “AA." During those years, he also managed the financing of more than $135 million in municipal bonds and capital leases.

As a former Vice-chairman and a commissioner of the New Jersey Commission on Capital Budgeting and Planning, he was charged with reviewing State Cabinet level capital budget requests.  Cuts made by his commission in the FY 2005 State Capital Budget alone, were on the order of $1 billion.
 
He was a member, of the New Jersey League of Municipalities’ Taxation and Finance committee, which reviewed pending legislation that would impact municipal finances, and helped to formulate the League’s position on each bill.  
 
Bob was a long time board member, and the Secretary of the Government Finance Officers Association of New Jersey   He was also a member of the New Jersey Tax Collectors and Treasurers Association, which organizations both serve to educate New Jersey municipal officials, as well as lobby for more efficient and lower costing New Jersey government.  

 
He holds a Masters degree (with honors) in Transportation Management from the State University of New York at Fort Schuyler and a Bachelors degree in Economics from the City College of New York.  He is a New Jersey Certified Municipal Finance Officer and a former United States Army Finance Officer.
