WELCOME to the web site of Robert A. Roth, a Certified New Jersey Municipal Finance Officer (CMFO) and the former Chief Financial Officer (CFO) of Middletown Township, NJ.
I am finally in a position to share my experiences and methodology with other New Jersey municipal finance officers and elected officials who may still have a need to know them.
My products and free publications are designed to make NJ municipal finance officers and administrators look good to elected officials and elected officials look formidable to their opposition. Just click on the appropriate button on the left for more information.
As CFO, I helped Middletown’s Township Committee answer to critics and adopt consistently low tax increase budgets for 22 years, before I retired. Flawless auditsand sound finances were the reasons Middletown was able to achieve spectacular bond ratingupgrades from both Standard and Poors™ and Moodys Investor Services™.
As the former Vice-Chairman and long time member of the NJ Capital Budgeting and Planning Commission, I used my budgeting skills to cut BILLIONS of dollars of State capital spending. I was a key advisor to the NJ League of Municipalities on budgeting and taxation. You may have read some of my frequently published articles on municipal finance, or heard me speak as a panelist on NJ municipal finance at any of numerous state-wide conferences.
