WELCOME to the web site of Robert A. Roth, a Certified New Jersey Municipal Finance Officer (CMFO) and the former Chief Financial Officer (CFO) of Middletown Township, NJ. 

I am finally in a position to share my experiences and methodology with other New Jersey municipal finance officers and elected officials who may still have a need to know them.

As CFO, I helped Middletown’s Township Committee answer to critics and adopt consistently low tax increase budgets for 22 years, before I retired. Flawless audits and sound finances were the reasons Middletown was able to achieve spectacular bond rating upgrades from both Standard and Poors™ and Moodys Investor Services™. 

   As the former Vice-Chairman and long time member of the NJ Capital Budgeting and Planning Commission, I used my budgeting skills to cut BILLIONS of dollars of State capital spending.   I was a key advisor to the NJ League of Municipalities on budgeting and taxation.  You may have read some of my frequently published articles on municipal finance, or heard me speak as a panelist on NJ municipal finance at any of numerous state-wide conferences.
